Who is lying?

Yesterday, during a visit to the factory of Daimler Trucks, President Obama said: "Next time you hear a politician promising gasoline for $ 2 a gallon - tell him we know better." So do not let ourselves be fooled (he or she lies).
There's a small problem. Today, according to GADBUDDY.com, you can buy gasoline in the U.S. for less than 3 dollars. Where? In Wyoming. The difference is that Wyoming produces oil. In other words, as Democrats say: they have ugly and dirty firms - Big Oil.
Conclusion is simple. If we could dril our own oil and process it, and we have as much oil as Saudi Arabia, that prices would be much lower. Maybe even a 2.5 dollar per gallon. Who's lying?
BTW: in Mexico it's $2.91/gal.
