Emboldened Russians practice nuclear strike on Warsaw???

This week Russians end largest military maneuvers near Polish and Lithuanian borders since fall of Soviet Union. Some 13,000 Russian and Belorussian troops took part with over 60 aircraft and helicopters and up to 250 vehicles.

Russian officials recently denied Polish press reports that the Zapad-13 would include a notional nuclear attack on Warsaw. However, it is worth to remember that Russians used to deny that the plan to attack Georgia as well.

Any idea what (or who?) emboldened Russians???
