Did rebels kill 12 people for "good" TV?

On January 13th a Russian made missile, Grad, hit a civilian bus on the border crossing killing 12 people and wounding dozens of others. The missile was lunched by pro-Russian rebels from the center of town Dokuchaievsk to shown Russian TV reporters that Ukrainian forces will hit the town in retaliation. And they wanted that on tape.

The intended target was a military outpost on the border crossing. 

Now, the UN will most likely investigate the incident.
