President of the European Commission swaying and stumbling around NATO summit

The President of the European Commission Jean-Claude Juncker has repeatedly stumbled and lost his balance at the NATO summit in Brussels.  Officially he has some kind of health problem while unofficially many believe that he was simply drunk.

If it's just a health problem then why the so call EU Observer completely ignores this story?
