Why does DHS need 1.6 billion rounds???

Today Forbes reports that DHS issued a purchase order for 1.6 billion rounds of ammunition. Most of it used by police force but illegal to use in the war. Why that many? Do feds expect some extra ordinary events we don't know about? Natural disaster? Civil unrest? Market collapse? What? Apparently you can't buy ammunition for hunting or target practice. Is that the reason? If they can't take away guns (constitution) are trying to take away ammo?

Also, why do they need 2,200 mine proofed personnel carriers? Didn't why just have sequester drama? When everybody, and then some, was going to lose their jobs?

Do we need another Rand Paul to "go to Washington" and filibusterer something to get an answer from the "most transparent" administration?
