EU leaders rebuked Merkel and Macron. Poland and the Baltics lead the effort European Union leaders took a tough stance on Russia last night after Poland and the Baltic states fiercely opposed Germany and France and torpedoed their proposal to bring about a summit with Russian President Vladimir Putin.
